I'm afraid this is peculiar to your boat, possibly a replacement mast. The standard M has all external halyards and a mast with in-built buoyancy. I would assume that they are intended as main and jib haliard have a look where the output pulley is.
Whatever it is it looks frayed so I suggest you firmly tape or stitch a thin line to it and then rin it through to wherever it goes . It might be a halyard or lazy jack line .
I was looking for something else on the internet and came across a "halyard lock' which I think,(only think, mind you) might be what you have.There is a load of info on the web so you might make a start by searching the web for halyard blocks.
